The story line, wrapped in a murder mystery by writer Jeph Loeb and artist Ed McGuinness, centers on the identity of the Red Hulk, who may or may not be Bruce Banner and who is even more savage than the green version. He is a thinking, calculating, brutal weapon per creator Loeb. "Everything the Green Hulk isn't, the Red Hulk is," Loeb states of Red Hulk. Loeb follows stating "In many ways, the Red Hulk speaks to the worst in us, so when the Green Hulk comes back, it will remind us of the best in us."
